Colorado is one of the best states for solar in 2026, combining strong sun (5.5 peak sun hours) with some of the most generous state and utility incentives in the country. Whether you're a homeowner or business owner, understanding every incentive available to you can reduce your upfront cost by thousands — and in many cases, make solar cash-flow positive from month one. This guide covers every rebate, credit, and program available to Colorado solar buyers in 2026, fully updated for current law.
The Federal Investment Tax Credit (ITC)
The federal solar tax credit has been one of the most powerful incentives for solar buyers — but the landscape changed in 2026. The residential ITC (Section 25D), which provided a 30% credit on residential installations, expired on December 31, 2025 under the "One Big Beautiful Bill" passed by Congress. Homeowners who installed solar before December 31, 2025 were able to claim the full 30% credit on their federal tax returns.
For residential buyers in 2026: The Section 25D residential credit is no longer available. This is a significant change that Legacy Energy's team factors into every customer proposal. We strongly recommend cash or loan ownership — rather than a lease or PPA — to position yourself for any future reinstatement of residential incentives and to retain the value of other applicable credits.
For business owners and commercial properties: The commercial Investment Tax Credit (Section 48E) remains fully active at 30% through 2027. If you own a business, commercial property, or qualifying investment property with a solar installation, the 30% credit still applies to your project. This is a major advantage for Colorado's business community, and Legacy Energy specializes in structuring commercial solar projects to maximize this benefit. The 48E credit applies to the full installed cost of the system, including equipment and labor.
Colorado State Incentives
Colorado offers three powerful state-level incentives that apply regardless of federal credit status:
- Sales Tax Exemption (100%) — All solar equipment and installation labor is 100% exempt from Colorado state sales tax. On a $25,000 system, this saves approximately $1,750–$2,250 depending on your county's combined sales tax rate. This exemption applies automatically — no application needed.
- Property Tax Exemption (100%) — Solar panels add real market value to your home, but Colorado law exempts 100% of that added value from property taxes. A solar system that increases your home's value by $25,000 adds zero to your annual property tax bill — ever. This is a significant long-term benefit that most homeowners don't fully appreciate.
- Colorado RENU Loan — Colorado's Renewable Energy Upgrade (RENU) loan program offers low-interest financing of up to $75,000 for renewable energy and energy efficiency upgrades. Loan terms run up to 10 years with competitive rates, and the loan is structured as a property-assessed clean energy (PACE) product in some counties. Legacy Energy can help you apply for and structure a RENU loan as part of your financing strategy.
Xcel Energy Solar Rewards Program
For the roughly 1.5 million Colorado households served by Xcel Energy — the state's largest utility — the Solar Rewards program is one of the most valuable utility incentives available anywhere in the country.
- Rebate amount: $1 per watt of installed capacity, up to 7 kW of system size
- Maximum rebate value: $7,000 for a 7 kW system (covers most residential installations)
- Eligibility: You must be an Xcel Energy electric customer in Colorado
- Installer requirement: You must use an Xcel-approved installer (Legacy Energy is fully approved)
- Application timing: You must apply and receive a reservation before your installation begins — this is critical. Applications that come after installation are not accepted.
The Solar Rewards rebate is paid directly to the customer after installation inspection. Combined with the property tax exemption and sales tax exemption, an Xcel customer with a 7 kW system can realistically receive $8,500–$9,500 in combined state and utility incentive value in 2026.
Other Colorado Utility Programs
Not every Colorado resident is served by Xcel Energy. Other major utilities in the state also offer solar incentive programs, though they vary by utility:
- Tri-State Generation and Transmission — Serves rural Colorado electric cooperatives. Member cooperatives may have their own rebate and net metering programs. Contact your local co-op directly.
- Black Hills Energy — Serves parts of southern and southeastern Colorado. Offers net metering and periodically runs rebate programs for residential solar.
- Colorado Springs Utilities — Offers net metering at full retail rate and has its own solar incentive structure for residential and commercial customers.
- Other co-ops and municipal utilities — Incentives vary widely. Legacy Energy's team contacts your specific utility as part of every project proposal to confirm current program availability and application requirements.
Net Metering in Colorado
Colorado has strong net metering protections. Under current law, Colorado utilities are required to offer net metering to residential solar customers at the full retail electricity rate. This means every kilowatt-hour of excess solar energy you export to the grid is credited back to your account at the same rate you pay when you buy electricity from the grid — typically $0.12–$0.16 per kWh for Xcel customers.
Xcel Energy currently pays the full retail rate for net excess generation (NEG). Your meter essentially runs backward when your panels produce more than you use, and forward when you draw from the grid at night. At the end of each billing cycle, net credits can roll forward to the next month. This full retail net metering policy makes battery storage less urgent in Colorado compared to states like California (which switched to lower export rates under NEM 3.0).
How to Maximize Your Colorado Solar Incentives
- Start with a professional energy assessment. Before doing anything, get a Legacy Energy site assessment. We'll analyze your roof, your utility, your electricity usage, and determine which incentives you qualify for. This takes about 45 minutes and is completely free.
- Confirm your utility before committing. Your utility determines which rebate programs you're eligible for. Xcel customers have access to Solar Rewards; other utility customers have different programs. Knowing this upfront shapes your financing strategy.
- Apply for utility rebates before installation begins. The Xcel Solar Rewards program and most utility rebate programs require pre-installation application and approval. Missing this step means missing the rebate. Legacy Energy handles all applications as part of our standard process.
- Choose cash or loan ownership over a lease or PPA. With the residential ITC no longer available, the financial advantage of ownership is even clearer. Cash buyers capture the full benefit of all state and utility incentives. Loan customers own their system from day one, qualify for all rebates, and can refinance if rates improve.
- Combine incentives for maximum effect. The best outcomes come from stacking incentives: RENU loan + sales tax exemption + property tax exemption + utility rebate. Legacy Energy's project coordinators map out every incentive combination specific to your property and utility in our initial proposal.
